Attorney Courtney Spencer

Attorney Spencer has represented children with a wide array of disabilities and has worked diligently to get her clients all the services that they are entitled to under the law. She has successfully tried due process cases and handled federal appeals, working with families from towns throughout Connecticut.

Courtney is considered a legal resource in her field and has given multiple presentations on special education law to a variety of parent groups and attorneys.

Courtney has worked in both private firms and for the State of Connecticut, always with a concentration in special education law.

She earned her law degree from the University of Connecticut School of Law. While there, she interned for Connecticut Legal Services, was the community outreach director for the Public Interest Law Group and interned at the Center for Children’s Advocacy. She was on the Moot Court Board, was a teaching assistant for the Moot Court program and was an associate editor for The Insurance Law Journal.

As part of her law school program, Courtney also studied at Trinity College in Dublin, Ireland, where she focused her studies on human rights law.

Courtney is a lifelong resident of Connecticut. In addition to being an attorney she is a wife and mother to one beautiful daughter.

Attorney Kathleen Werbner

Kathleen Werbner is an associate at the Law Office of Courtney P. Spencer, LLC. Prior to joining the firm as an associate, Kathleen worked at the firm as a law clerk for over two years. She was extensively involved in all aspects of the firm including client management, assisting with due process hearings, mediations and attending PPTs with Attorney Spencer. Kathleen graduated from the University of Connecticut Law School at the top of her class with several distinctions, including the CALI award in Education Law, Mediation, and Trial Advocacy. Kathleen also earned distinguished academic achievement awards in Legal Skills and Civil Procedure.

Kathleen is passionate about representing children with special needs. Her inspiration to enter this field came after her niece was born with extensive medical issues that result in a need for intensive educational services. Kathleen learned quickly how important it is to have legal representation to support a family through the special education process and made a commitment to help as many families and children as she can. As she understands all too well, families should not have to fight these battles alone. Over the last two years, Kathleen has worked directly with our clients to help further our firm’s dedication to families and children with special needs.

Attorney Chelsea Ruzzo

Chelsea Ruzzo is an associate at the Law Office of Courtney P. Spencer, LLC. Chelsea earned her law degree from Quinnipiac University School of Law in 2015. While at Quinnipiac in 2015, Chelsea was the recipient of the Anna Provorny Scholarship for her work and dedication to public service, and the Book Award from the Foundation of the New Haven County Bar Association for her outstanding contribution to the legal community through her public service efforts. Chelsea received several awards at Quinnipiac, including the Award for Excellence in Trial Practice and the Award for Excellence in Advanced Juvenile Law. In 2015, Chelsea was awarded the Best Advocate at the Champlain College Mediation Competition. Chelsea received her dual Bachelor of Arts degree, cum laude, in Psychology and English from the University of Rhode Island. Prior to joining the Law Office of Courtney P. Spencer, LLC., Chelsea worked as a litigation associate specializing in family law. She represented clients in all facets of family and matrimonial law, including divorce and legal separation, alimony and child support, child custody and visitation and various post-judgment matters. Chelsea is a skilled litigator and negotiator with substantial experience in pre-trial motions, hearings, trials, and uncontested matters.

Chelsea is a passionate and dedicated advocate for children with special needs. She began volunteering in special needs classrooms at the age of fourteen and has been working with students with disabilities ever since. During her undergraduate career, Chelsea served as a peer mentor and note-taker for students with disabilities, and she is currently on the Board of Directors’ of ARC CT of Greater New Haven.

Diane Planken

Diane brings many decades of managerial, administrative and customer service expertise to her job as office manager. Diane oversees the day to day operations of the firm, providing support to our legal team and supervision to the paralegal and administrative staff. She excels at customer service and has a true passion for supporting families of children with special needs.

Luriena Palmares

Luriena Palmares, Paralegal, is a graduate of Branford Hall Career Institute and has worked at the Law Office of Courtney P. Spencer, LLC since October of 2014. Luriena prides herself on providing support to our clients as well as Attorney Spencer to ensure excellent representation. Her supportive and encouraging demeanor makes her invaluable to the families that seek our services. Her attention to detail and responsiveness make her an asset to the firm.
